Kim Rueben is an adjunct fellow at the Public Policy Institute of California and the Sol Price Fellow at the Urban-Brookings Tax Policy Center, where she directs the State and Local Finance Initiative. Her research examines state and local tax policy, state and city budgets, fiscal institutions, intergovernmental relations, and the economics of education, including higher education financing. She has served as a member of the District of Columbia’s Tax Revision Commission, has testified before Congress and state legislatures, has been an adjunct professor at Georgetown and the Goldman School of Public Policy, and has been a visiting scholar at the San Francisco Federal Reserve Bank. She holds a PhD in economics from the Massachusetts Institute of Technology and an MS in economics from the London School of Economics.
